To prepare Nihari Biryani, begin by marinating 500g of mutton or beef pieces in a mixture of 1/4 cup yogurt, 2 tablespoons ginger-garlic paste, 1 teaspoon each of chili powder, turmeric powder, ground coriander, and garam masala, and salt to taste. Allow the meat to marinate for at least 2 hours. Meanwhile, soak 2 cups of basmati rice for 30 minutes, then cook it with 4 cups of water and whole spices including 1 cinnamon stick, 4 green cardamom pods, 4 cloves, 1 bay leaf, and salt to taste until the rice is 70% cooked. In a separate pot, heat 1/4 cup ghee or vegetable oil, then sauté 2 thinly sliced onions until golden brown. Add the marinated meat along with 3 chopped tomatoes and 2 slit green chilies, cooking until the meat is browned and the tomatoes are soft. Layer the partially cooked rice over the meat mixture, then sprinkle with 1/2 cup each of chopped fresh cilantro and mint leaves. Repeat the layers until all the meat and rice are used up, ensuring the top layer consists of rice. Garnish with 1/4 cup fried onions and additional chopped cilantro and mint leaves.
